Monday, 9 May 2005, in the Glebe Field Centre
Present: Cllr Goodhead (Chairman), Cllr Lane (Vice Chairman), Cllrs Bendon, Brierton, Cooke, Harris, Harwood, Salt, Smith, Tromans, and Whitney, Clerk in attendance, Cty Cllr Jackson, and 4 members of the public.
Apologies: Cllr Thorpe (absent on AVBC business) arrived after half an hour.
05/00 Matters raised
by the public prior to the formal meeting
(a) Infant and Junior Schools.
(b) Cracked grit bin at top of Carr Lane / Cromford Road.
(c) FP 73 signpost (see 05/08 below).
(d) Occupancy of ‘affordable housing’ units proposed at Woodside Farm
development.
(e) Burial ground costs.
05/01 Election of
Chairman
(Proposed by Cllr Brierton seconded by Cllr Salt)
RESOLVED: that Cllr Lane be elected Chairman. (Cllr Lane adopted the
title of ‘Chair’.)
05/02 Election of
Vice Chairman
(Proposed by Cllr Harwood seconded by Cllr Whitney)
RESOLVED: that Cllr Brierton be elected Vice Chairman.

arising from the Minutes
7108 Fritchley road safety: Cllr Salt informed the Council on Mr
Bulaitis’s agreement with DCC.
7110/7107 Quarry slippage: Cllr Cooke remarked on what had happened at
Ashover (Milltown).
RESOLVED: to write to DCC asking what could be done to reroute the
affected footpath.
7112 Beech trees: Clerk had written to three tree surgeons and was
meeting Neil Tomlinson, the only one to reply so far, on 10 May.

05/07 Police matters
No PC attended. A burglary had occurred in Church Street, Fritchley and
the bus shelter on Crich Market Place had one glass panel destroyed.
Cllr Salt reported from the 20 April meeting of the Police Consultative
Meeting that the mobile Police van was continuing to come to Crich once
a fortnight on Thursdays.
RESOLVED: to write to Inspector Lish on the reported slow response time
to the bus shelter incident and also on responsibility for enforcement
of traffic regulations.
Clerk’s report
05/08 Footpaths 61 and 73 DCC was
requesting the owner to repair a stile on FP 61 by Crich Chase. DCC
would restore the finger post for FP 73 on The Common.
05/09 Fritchley Sports Club The new
pavilion was finished.
05/10 Grit bins (AVBC) AVBC invited
comments on a plan to transfer grit bin maintenance to Parish Councils.
RESOLVED: to reply that the Council emphatically prefers the present
arrangements so that rural parishes are not unduly penalized.
05/11 NALC Standing Orders and
Clerk’s Guide (purchase) Clerk had purchased in the Council’s name 12
copies of NALC Standing Orders & Chairmanship to help in redrafting of
the Council’s own Standing Orders (Minute 7100 of 7 March). Clerk also
recommended purchase of as many copies of Local Council Clerk’s Guide
(2004 edn) as were required to help Councillors in their general role.
RESOLVED: to confirm purchase of 12 copies NALC Standing Orders and also
to purchase 12 Local Council Clerk’s Guide.
05/12 DCC Highways
The Council considered a letter from DCC of 12 April and a reply from
the Clerk in consultation with Cllr Lane of 20 April. Cllr Smith also
pointed out two errors in new signage.
RESOLVED: Transport Committee to meet to consider response to DCC.
Burial Ground
05/13 Memorial inspection Paul Dean
the independent inspector nominated by Zurich Insurance would inspect
over 18–19 July. The Clerk presented a draft notice for local public
display.
RESOLVED: to adopt the notice with minor amendment for display in the
burial ground and in Crich Parish area. Clerk also to draft press
advertisement for the next meeting; meanwhile also to attempt to place a
story with local press and Radio Derby in consultation with the Chair.
05/14 Resignation of caretaker Derek
Harwood tendered his resignation from the end of May.
RESOLVED: Clerk to place local notice of vacancy.
05/15 Warden
services
Cllr Bendon presented a resolution on an invitation to Key Services to
extend its contract with the Council.
RESOLVED: to approve the resolution after the addition of Fritchley
Drying Ground.

fascia sign. ‘The Parish Council objects to this application on two
grounds: (a) the colour bright red is not in keeping with the Market
Place and (b) the lighting is intrusive. On (b) it is not clear at what

Council asks that permission is only for hours of shop opening.’

Standing Orders
Clerk presented FSOs for Holmesfield Parish Council based on the NALC
model and suggested they could be amended for Crich. It was a legal
requirement to have FSOs and the present general Standing Orders did not
cover finance adequately.
RESOLVED: to pass these to the Finance Committee for further discussion.

Clerk presented a draft list of amendments to Standing Orders.
RESOLVED: Clerk to add any further suggestions from members and present
to next meeting.
05/39 Correspondence

Alfreton Police and Community Consultative Group 20 April
EMRA: Proposals for a Review of the East Midlands Regional Plan and
associated documents.
Information
05/40 Cllr Goodhead said that the
Burial Ground was being strimmed but not adequately cleared of the
residue. Clerk to ask Key Services.
05/41 Cllr Harwood said that the
surface condition of Wheatsheaf Lane was poor and also that it was
subject to flooding and mud deposits in the middle part. Referred to
Transport Committee.
05/42 Cllr Brierton asked for a time
limit to meetings. Chair said she would not usually take meetings over
two hours.
05/43 Cllr Harris said an A-board for
the fish and chip shop was illegally placed on the pavement.
05/44 Cllr Salt recommended the
Fritchley Festival to everyone on Monday 30 May afternoon.
05/45 Chair was to attend RR Local
Liaison Committee on 13 May. She also asked Clerk to write to MDMC on
the 20 January car navigational rally along Dimple Lane.
The Chair thanked members and public for their attendance and closed the meeting at 10.10 pm
