Minutes of the meeting of Crich Parish Council held on Monday, 5 July 2004, in the Parish Room, Crich Glebe Field Centre.

6054 Matters Raised
by the Public:
Concern about planning application AVA/2004/0749 was expressed. A
verge, Roes Lane, Crich, which had previously been tended by a resident
is now in an untidy state; DCC to be requested to cut back ragwort,
other weeds and saplings.
6055 Minutes:
The minutes of the meeting of 7 June 2004 had been circulated. With the
correction, 6048 to read ‘Cllr Whitney proposed’, resolved these be
signed as a true record.

6057 Matters arising
from the Minutes:
Minute 6030 grit bin, Bowmer Lane, Cllr. Thorpe to arrange re-siting on
Kirkham Lane, and letter to Police re parking problem at Fritchley have
been acknowledged.
Minute 6043 Hilts Quarry, all residents have received direct communication from Rolls-Royce. DCC has had difficulty in marking kerb stone repair areas.
Minute 6045 Cllr. Bendon’s notes on Rolls-Royce Hilts Quarry test results, circulated. Minute 6046 Reply from Cllr. Lucas DCC Cabinet Member to Parish Council’s ‘No Confidence’ resolution, distributed at the meeting. Considerable discussion ensued, with reference being made to frustrations felt by Councillors over many months, with some issues being neglected over years, lack of action, broken promises, negative attitude from Officers. It was recognised that some problems are extremely difficult; Cllr. Bulkeley-Kirkham’s efforts for the Ward acknowledged, he offered to attempt to mediate with Cllr. Lucas, who is ‘reluctant to have any further dialogue’.
Minute 6047 Burial Ground, TRANSCO would agree to roadway being constructed over line of pipe. Cllr. Hartshorne has met owner of land adjoining lane to Burial Ground, also AVBC Officer, who advised on surfacing details, quotations for work have been requested. Notices requesting removal of chippings around cremation tablets have been put in place. Information on Burial Ground safety is being collected, prior to a meeting of the Committee.
Minute 6048 AVBC has received requests for a by-election for the Crich Ward. Planning Inspectorate’s decision, land at Dowie Way will revert to householder’s garden.
Minute 6053 The advertising board above the door of the Carpet Shop, Market Place, Crich does not require planning approval. Encroachment onto highway, Front Street, Fritchley is being processed by DCC. Reported three bus shelters at Town End have been reinstated. Mr Orton’s notes of June DCC site meeting had been distributed, also response to request to lower speed limit at Dimple Lane. It is understood there is a Quiet Lane in Youlgreave, view of that Parish Council on the initiative to be sought.
6058 Police Matters:

6059 Reports:
A report from the Manager of The Glebe Field Centre was distributed. The
planning group of the Crich Rural Access & Mobility Project (CRAMP),
would welcome ideas for venues for future visits. Cllr. Hartshorne
reported that the Parish Warden has signed his new contract of
employment.
6060 The Cross:
The Motor Insurers’ Bureau has been provided with explanation as to
difference in two options for work; DCC has not yet provided quotation
for traffic management organisation, nor can it help to provide a
valuation. Cllr. Lane considered that, because the Parish Council has
been known in the past to fund repairs, it could be considered to have
assumed responsibility. Powa Pak to be requested to provide replacement
price, advice to be sought from other local councils, which have similar
structures. Insurance company to be asked premium for replacement, and
Public Liability implication.
6061 Media Publicity
Strategy:
Discussion took place concerning the significance of providing a clear
view of the Parish Council view on particular matters. Acknowledged any
report should be carefully worded, fair and impartial; at times the
press approach the Parish Council about current affairs. Proposed by
Cllr. Harris & seconded by Cllr. Thorpe that each issue should be
considered individually. AVBC had provided document from Department of
the Environment, copy to Cllr. Harris.

from Parishioners:
Three letters had been received, each setting out concerns about
planning application AVA/2004/ 0749; writers to be advised to forward
copies to AVBC Development Division.

(a) Environment Agency, Certificates of Authorisation to Rolls-Royce &
Decision Document; to Cllr. Bendon
(b) DALC circulars, including Legal Topic Note on the Disability
Discrimination Act & Councillor Training received
(c) Cllr. Bulkeley-Kirkham had provided copy of the current years DCC
highway maintenance programme. Councillor thanked for this, remarked it
would have been preferable if such information was provided by DCC as a
matter of course.
(d) Derwent Valley Mills minutes of May meeting received.
(e) The Police have tried to follow up the complaint about a tarmac
seller, but to know avail.
(f) Police Sgt Ashley, Alfreton Police Station, had forwarded a letter
of introduction.

(h) Matlock Bath Parish Council newsletter received.
(i) Chair had accepted invitation from DCC to an evening of
entertainment by the Toyota City Cultural Foundation.
(j) Shopmobility request for grant aid to be deferred for Finance
Committee to discuss later in the year.
(k) DCC replied that amount of surfacing work at Bobbin Mill Hill was
maximum within budget allocation. Request for reason for incomplete work
on pavement at same site to be repeated.

6067 Matters of
Report:
Cllr. Bendon asked if the Parish Council would consider a view on low
cost housing in the parish. Cllr. Thorpe gave an explanation of
different schemes, with examples. A proposal was made by Cllr. Salt and
seconded by Cllr. Lane, that a speaker be arranged for the September
meeting, to explain such schemes, and answer questions.
Cllr. Brierton referred to his request to DCC, at the site meeting, for
overhanging vegetation at Cliffside, towards Wakebridge to be cut back;
reminder to be issued. He considers work to repair the Cross had been
carried out to a high standard.
Cllr. Thorpe requested the Parish Warden sweep away the leaves at the
top of Allen Lane. Arrangements are being made for volunteers to cut
elder bushes at the rear of the Drying Ground, Fritchley. DCC to be
requested to clear three drains on Dimple Lane, and one on Lynam Road,
Fritchley.
Cllr. Lane reported a number of members had attended a joint meeting
with representatives of Dethick, Lea & Holloway PC, Alderwasley PC and
Cromford PC; she expects notes will be circulated shortly. Key Services
to be asked to provide dates in September for another site meeting, re
grounds maintenance, to which Mr Key will guarantee attendance.
Cllr. Goodhead reported he had represented the Parish Council at the
Rolls-Royce Centenary celebrations; also at the Service to mark 80 years
of Crich Royal British Legion, together with Cllr. Hartshorne, as Mayor
of Amber Valley.
Parish Warden had reported the fence around the Play Area has been
damaged, repairs will be made shortly; Cllr. Goodhead remarked there was
a considerable amount of litter within that area, despite a litterbin
being available.
The meeting closed at 9.50pm
